The US fleet is still widely considered the world's most powerful navy due to its 11 aircraft carriers and cutting-edge nuclear submarine capabilities. "They're scrapping more ships than they're building, which means the US Navy is on a downward trajectory, not an upward trajectory," said Dr Salvatore Mercogliano, a maritime historian at Campbell University. Another piece of the puzzle is shipbuilding capacity. Expanding American shipbuilding capacity ought to start now, Wills said: "You don't make the arsenal of democracy overnight."

Fiji previously sought Australia's involvement to build a modern ship-building facility at Lautoka, officials and a consultant to Rabuka on the project told Reuters. Rabuka told Fiji's parliament on Wednesday his government was focused on upgrading infrastructure, "particularly the modernisation of port facilities and shipyards". An Australian-based ship design company said Rabuka had earlier sought the involvement of Australia, Fiji's largest aid donor, in the shipyard project. China has been pushing for greater security and trade ties with Pacific Islands countries.

That number has improved, but delays persist amid other challenges at Navy shipyards. Salvor was the first ship repaired in India following the signing of a Master Ship Repair Agreement with L&T Shipyard. "It's all hands on deck within the free world right now, and I think something like that would simultaneously enhance our ability to repair ships more quickly and also be a deterrent in the Pacific."

When the Salvor, a U.S. Navy rescue and salvage ship, pulled into a port in India’s southeast this summer, the job at hand was patching up the aging vessel. But there was a bigger mission, too: opening another door for a U.S. military trying to stretch out across the Indo-Pacific and counter Chinese power. The Navy ship was the third in a year to arrive at Kattupalli, an industrial hamlet north of Chennai with a state-of-the-art shipyard. “We’re well equipped to do this,” said Arun Ramchandani, the head of the defense unit of L&T, the Mumbai-based conglomerate that built the shipyard. In the vast Indo-Pacific, such connections could prove important for deterring China and, in the event of a conflict, sustaining a U.S. mobilization.

CANBERRA, March 14 (Reuters) - Australia's nuclear-powered submarine programme with the United States and Britain will cost up to A$368 billion ($245 billion) over the next three decades, a defence official said on Tuesday, the country's biggest single defence project in history. Albanese said the programme would start with a A$6 billion ($4 billion) investment over the next four years to expand a major submarine base and the country's submarine shipyards, as well as train skilled workers. The total cost of the submarine program is estimated to be A$268 billion to A$368 billion by 2055, or roughly 0.15% of gross domestic product per year, a defence official told Reuters. U.S. nuclear-powered submarines will visit Western Australia more frequently this year, with British submarines making port visits starting in 2026. From 2027 the Perth base, HMAS Stirling, will be host to a rotational presence of British and U.S. nuclear-powered submarines to build Australia's experience.
